THE NEED

The need for establishing a common forum for professionals of different disciplines such as Administrators, Financiers, Planners, Developers, Architects, Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical Engineers, Horticulturists, Builders, Academicians, Manufacturers of Building Materials, Project Managers, Members of Research bodies, Standards Organisations, Teaching and Training Institutions was long felt and accordingly a Founders’ meet was held on 1st Sept. 1992 at Vigyan Bhawan, New Delhi which was attended by more than 250 professionals from all parts of the country. A Core Group identified in this meeting prepared Memorandum of Association, Rules and Regulations of the Congress and the Indian Buildings Congress was formally registered in Delhi on 29th March 1993 as a Society with the following:-

OBJECTIVE :-

·        to promote and encourage the science and practice of conceiving, planning, designing, constructing, caretaking and maintaining built environment.

·        to provide a forum for the expression of collective opinion of its members on matters affecting built environment.

·        to promote standardization efforts and to encourage innovative approach to new and particularly indigenous materials and techniques of construction.

·        to review and make suggestions to the Government to rationalize existing legislations and suggest new legislations relating to Rent, Urban Land Ceiling, slums, ownership as also development, safety and security of built environment.

·        to establish, furnish, maintain and update data banks, libraries and museums for furthering the science and practice of conceiving, planning, designing, constructing, caretaking and maintaining built environment and to hold exhibitions to promote the cause of good built environment.

·        to make suggestions to the Government and Industry in formulating various policies relating to the Building Industry.

 

QUALIFICATION AND ADMISSION


ORDINARY MEMBERS :-

Administrators, Engineers, Architects, Planners, Educators, Trainers, Financiers, Developers and Builders who are, or have been connected with the planning, designing, management, financing, construction, maintenance and caretaking of buildings, and such other persons engaged in a responsible capacity in the sciences allied to building design, construction and maintenance, as may be elected ordinary member of the Society by the Executive Committee to be subsequently ratified by the Governing Council, subject to the Rules and Regulations of the IBC.

Note 1: Nationals of SAARC countries who satisfy this condition shall also be eligible to become members. Nationals of other countries may also be considered for membership on conditions to be laid down by the Governing Council.

Note 2:             The expression, connected with, shall, for the purpose of this Rule be deemed to include, being or having been;

I)                   Connected with the various disciplines of built environment and buildings.

II)                 Engaged (whether in public employment or in business or otherwise) in connection with various resources / materials, used in buildings or engaged in research and development about the same or otherwise connected with buildings to an extent, in the opinion of the Council, sufficient to being a person within the said expression.

INSTITUTIONAL MEMBERS :-

Such Institutions, Government Departments, Educational Institutions, Public Bodies, Organisations, Enterprises and Companies which have been in the opinion of the Governing Council, engaged in the administration of buildings or work of construction and maintenance of buildings or with the manufacture or sale or development and promotion of materials and equipment used in connection with the construction or reparing and maintenance of buildings, as may be elected Institutional Members of the IBC by the Executive Committee, to be subsequently ratified by the Governing Council. Each such body shall be represented at any time by only one nominee.

MEMBERSHIP :-

 HONORARY MEMBERS

 Such persons, who on account of their being, in the opinion of the Governing Council, distinguished or interested in the science and practice of building construction, may be elected Honorary Members of the IBC by the Governing Council.

 ENTRANCE FEES & SUBSCRIPTION

 An entrance fee shall be payable by Members on admission on the following scale:

 1) Chief Patron, Patrons and Hony. Members
Nil
2) Ordinary Members       
Rs. 500/-
3) Institutional Members       
Rs. 5,000/-

Provided however, that no entrance fee shall be payable by the Founding Individual Members signing the Memorandum of Association or those who were present at the Founders Meet on September 1, 1992 at Vigyan Bhawan Annexe, New Delhi.

 

 

 

SUBSCRIPTION

Subscription shall be due on election and on the first day of April every year following the date while a person continues to be member of the congress.

An yearly subscription shall be payable by members on the following scale:

 1) Chief patron, Patron and Hon. Members                    Nil  

 2) Members

 Indian Nationals & Nationals of SAARC Countries                      Rs.500/-

Nationals of Other Countries                                                          U$$100/-

 3) Institutional Members

 Indian & SAARC Country Associations, Societies, Research, Teaching Institutions, Government Departments and private firms or companies with annual budget/turnover

 a) Less than Rs.10 Crores

b) Between Rs. 10-100 Crores

c) Between Rs. 100-200 Crores

d) More than Rs. 200 Crores

 Members whose subscriptions are not in arrears may compound their future annual subscriptions by a single payment depending upon their age at the time in accordance with the table below:

A year shall, for the purpose of this rule, be first day of April until the last day of March following. Subscription shall be due on admission and on the first day of April of every year following that date, while a person continues to be member of the IBC.

Guidelines for Local Centres of IBC

 

1. Local Centres of Indian Buildings Congress are intended to be formed primarily for Technical activities of the members of IBC residing within the geographical sphere of the Centre. The Chapters so constituted are purported to provide forums to promote professional acumen and mutual personal contacts amongst the members of the Chapter.
2. A Centre of the IBC may be formed in a Town or City, provided at least 25 members of the Town or City, as the case may be, desire to join the Centre.
3. The affairs of the Centre shall be managed by a Local Committee. The members of the Centre shall elect a Chairman, Secretary and three members to form the Local Committee, with the approval of the Executive Committee of the IBC. Term of the Committee shall be one year and shall end on 30th April of the year. There shall be no objection if the Members of the Local Committee are elected more than once.
4. The Centre may, within its area of jurisdiction, engage in activities conducive to the attainment of the objectives of IBC given in 'Memorandum of Association and Rules & Regulations' of IBC. The Local Centre shall make efforts to broad-base the organization in the locality and take interest in the sustainable development of the built environment.
5. The Centre shall arrange its own programmes, as also carry out such tasks and responsibilities as assigned to it by the Executive Committee of IBC. The Local Committee shall meet at least once in three months.

6. The Centre shall be entitled to receive annually funds from the Central Office of the IBC as per slabs given below.

i) Rs. 10,000/- if membership of the Centre is upto 50.
ii) Rs. 15,000/- for membership of 51 to 100.
iii) Rs. 20,000/- if the membership is above 100.
For meeting further requirement of the funds, if any, the Centre shall raise funds from its own resources, or by carrying out its own activities

7. The Centre shall prepare, maintain and submit Annual Report and Audited Statement of Accounts to the IBC H.Q. every year. Activities of the Centre may appropriately be incorporated in the Annual Report of IBC.

8. The Chairman of a Chapter/Centre with more than 100 members on date will be taken as a Member of the Governing Council of IBC with voting rights and will be entitled to re-imbursement of II AC fare by Train to attend the Council meetings, whereas the Chairman of the Chapter/Centre with less than 100 members will be a Special Invitee to the Council meetings without voting rights and shall bear his own expenses on travel to meetings.
